Against a backdrop of social crisis, I am creating a micronation in France to provide an alternative.

Against the backdrop of the health crisis and the war in Ukraine, France is currently following a de facto complex presidential electoral process in order to elect the next leader of the nation at the end of April.

Surprisingly, as a former presidential candidate of this year (not having obtained my 500 sponsorships), I publicly proclaimed on Friday May 21, 2021 in Léognan, a town located in Gironde, the birth of a beneficial societal empire rallying all the nations of the East, West, North and South: "The Green Empire of the East and the West", which I also call "The EL4DEV Confederation".

Alternate reality role-playing game as officially presented or maybe not, I voluntarily play confusion and I invite French people to become active citizen-members of this new cross-border territory by acquiring a passport and then to act collectively to found a new balanced and prosperous civilization. As surprising as it may be, I have for several months contacted many foreign embassies to present my innovative vision of the social and economic restructuring of nations as well as a new diplomacy that I call “societal diplomacy”. I quote without problem countries like Russia, China, Indonesia, South Korea, India, Pakistan, Brazil, Sweden, the United Arab Emirates, Morocco, Cameroon, Madagascar and controversial actors like Donald TRUMP and Vladimir PUTIN.

As founder and self-proclaimed sovereign, I say that we are facing clear signs of the collapse of our societies. However, the turbulence experienced would be useful for raising awareness on a global level. As a social engineer, I affirm that it is time for a new actor to embody the collective destiny of peoples and become the main element in the construction of social cohesion, redistribution and solidarity. I therefore decided to create a last-ditch alternative, in other words a counter-power.

"The Green Empire of the East and the West" is a supranational ecologist and highly enterprising entity imbued with the ideology of micronations, that is to say micro-states created from scratch all over the world by individuals doing secession symbolically with the aim of being recognized or simply to revitalize their territories for others.

It is a confederation of municipalities in search of self-sufficiency and sovereignty, resilient ecovillages, societal micronations and eco-landscape tourist infrastructures labeled "LE PAPILLON SOURCE". These different actors are interconnected by agreements and management contracts. Municipalities are invited to join societal Economic Interest Groupings through a transnational program called “The Municipalities Counter-Attack”.

My ambitious, complex and atypical plan is revealed online! Terraforming, meaning the improvement of our planet's atmosphere and ecosystems through massive and expansive revegetation (without technology), increased self-sufficiency of communes around the world, and the creation of what I call "Political Societal Unions" to bring about national cohesion and international peace (the actors are the municipalities).

The butterfly is the symbol of rebirth and change. It is also the mascot of the Papillon Source project, a network of green and autonomous cities promoting scientific partnership and return to the roots.

The idea of this project grew in the mind of Paul Elvere DELSART in 2012 when he, aware of our era’s multiple challenges, decided to make a significant contribution by provoking change and disturbing the status quo.

This is the birth story of the Papillon Source project. Its objective is to offer sustainable cities of innovation, partnership and sharing between people.

Open to every world citizen, the Papillon Source sustainable cities will reunite today’s actors for a better tomorrow on all five continents.

Depending on the different geographic implantations, the project will count multiple labels dedicated to the cities occupying them. The very first label created is the Méditerranée label, with the first two host countries being France and Morocco.

Comme son nom l’indique, le label Méditerranée du Papillon Source couvre d’abord toutes les contrés bordant cette mer, du détroit de Gibraltar aux confins de la Grèce et du Liban. Cependant, il couvre également les pays du Sahel, de la corne de l’Afrique et du Moyen-Orient.

La Méditerranée est un élément fondateur de notre histoire commune. Elle est le témoin de grandes civilisations et de grandes avancées pour l’humanité. Le choix d’y développer les premières cités pilotes du projet Papillon Source n’est alors pas surprenant compte tenu du patrimoine intellectuel et culturel qui y repose.

Le label Méditerranée se traduit tout d’abord par un projet de coopération entre la France et le Maroc. Les objectifs premiers de ce label sont la pacification de l’espace méditerranéen et sa transformation en un espace prototype de développement éthique et durable.

Pourquoi avoir choisi la France et le Maroc ?

Ces deux pays sont champions de la collaboration scientifique et diplomatique au sein de la région. La France est le pays porteur du Papillon Source et de son programme-mère EL4DEV.

Le Maroc est quant à lui un acteur-clé stratégique qui a su asseoir une certaine puissance économique et diplomatique dans le bassin méditerranéen. Le contact établi entre Mr DELSART et le cabinet de Sa Majesté Mohammed VI fin 2017 traduit bien la volonté du royaume à être un moteur du changement.

In the history of humankind, every civilization has sought after the design of perfect, shiny, well governed and model cities. The utopian literary genre describes it accurately. Such cities have a strong influencing power and leave profound marks on the minds. Plato also touched upon the subject in his story: « The Republic ».  

The Papillon Source cities are no exceptions to the rule. The project will count different labels depending on the cities’ host regions. The first label developed is the Mediterranea label with centers in France and Morocco.

The cities will fall under two types of vocation : agricultural-climatic or educative and touristic.

Transcontinental, decentralized and interconnected cities

Our cities will be present on all five continents, thus reuniting researchers, teachers and amateurs sharing the common goal of a sustainable and positive society.

Important incubators for transformative and multidisciplinary projects, the cities will be conceived and managed by the international community.

Adapted to scientific, educative, and business tourism, they will be a heaven for lovers of knowledge, research, and intellectual partnership.

Cities of rebirth

The Papillon Source cities transcend human borders and obstacles to federate and unite. They will initiate a return to the roots through practices like naturotherapy, permaculture, or well-being practices like meditation

Windows on tomorrow

Ludic and accessible to everybody and in every language, our cities will differentiate themselves thanks to their permanent connection and communication network.

Catalyzers of scientific and social diplomacy, these cities will ultimately become vectors of a sustainable and productive peace on our planet thanks to their collaborative energy.

Morocco, the promised land

The Papillon Source project has been introduced to His Majesty Mohammed VI of Morocco in 2017, and in 2016 to the writer and environmentalist Pierre RABHI during his stay in these northern African lands. The country will host a pilot center for the sustainable cities, called ATLAS in homage to the famous mountains dominating the region.
